Housing First

RISE Healthy Housing and Support Services uses a Housing First Approach in providing Permanent Supportive Housing through our U.S. Department of Housing and Urban Development (HUD) program, Housing First.

The Housing First program provides permanent supportive housing for people and families with mental health diagnoses, substance use, and other life challenges who are experiencing chronic homelessness.

We believe that safe and stable housing is the foundation for life improvement. Thus, Housing First does not require people to address their concerns before they can access housing.

We believe that when people have a safe place to live, they can focus on making other positive changes in their lives. Housing First helps people with life challenges to live successfully in the community.

The Housing First Coordinator works with individuals and families to locate and access suitable housing. Once housing is obtained, Housing First provides long-term rental assistance and supportive services.

Eligibility 

The person or family seeking assistance must be experiencing homelessness in Saratoga County and must meet The U.S. Department of Housing and Urban Development (HUD) Category 1 definition of homelessness:

  1. Living in a place not meant for human habitation
  2. Living in an emergency Shelter or in emergency housing paid for by the Department of Social Services
  3. Living in an institution for less than 91 days having been homeless the night prior to entering that environment

In addition to experiencing homelessness, PSH clients must have proper documentation of at least one of the following criteria:

  1. Have a physical disability
  2. Be diagnosed with a severe and persistent mental illness
  3. Be diagnosed with a Developmental Disability
  4. Be living with HIV/AIDS
  5. Be diagnosed with a Substance Abuse Disorder

The RISE Housing First program is 100% dedicated to individuals experiencing chronic homelessness who meet the HUD criteria. We seek to assist them to obtain and maintain permanent housing.


Referrals

Housing First referrals are currently restricted to individuals who are experiencing homelessness in Saratoga County.

Support service providers can refer individual or family to Housing First by calling the Housing First Coordinator at 518-584-1205 ext. 1.
