Board Member Profile: Billie Taft

At RISE Housing and Support Services, we are fortunate to have Billie Taft on our Board of Directors for second year back on the RISE Board of Directors, having previously served a full six-year term when the organization was still known as TSA (Transitional Services Association). Her return reflects a deep commitment to RISE’s mission and its growth.

Billie serves as Vice Chair of the RISE Board of Directors and is an active member of the Planning Committee, Executive Board, and Finance Committee. With a professional background in banking and extensive experience in finance, she brings disciplined stewardship and a strategic mindset to help guide RISE’s mission and operations.

Why RISE?

“I wanted to come back because RISE fulfills a huge need in the community, especially regarding mental health,” Billie says. “If we can address mental health proactively, many challenges—like substance use disorders—may be prevented.”

Growing up in a small town where mental health was often stigmatized, Billie is proud to see the conversation shifting toward acceptance. She values RISE’s role in tackling these critical, and often overlooked, issues.

Current Focus

As Vice Chair and a leader on the Finance and Planning Committees, Billie helps guide RISE’s strategic and fiscal priorities. One of her key projects is the proposed purchase of property on Lake Avenue, which would benefit many clients already living in the area—building stability and connection in the community.

Beyond Finance

Billie’s banking expertise offers more than just financial oversight. Her awareness of what other organizations in the region are doing—and which approaches work—brings valuable perspective to the board’s decisions. In addition to her work with RISE, Billie serves on the Capital Region Hospice Board and the Morgan Dressage Association’s National Board. A dedicated equestrian, she channels her energy into causes she cares about and is passionate about giving back to the community in meaningful ways.

Billie lives in Porter Corners with her Cardigan Welsh Corgi, Addie Mae. A lifelong horse enthusiast, she owns two horses, Tito and Skippy, and spends much of her free time riding in Greenfield—a passion rooted in her farm upbringing.

“Saratoga is a wonderful place to live,” Billie reflects. “I feel very fortunate, and volunteering is my way of giving back to the community that’s given me so much.” We thank Billie for her years of dedication, leadership, and passion for our mission. Her commitment to mental health advocacy and community service makes a lasting impact on RISE and the people we serve.
